From time to time, there are mentions of Crestview and its acitivties that make for social media chatter. In this section, we will address items that we might see in those various media outlets.
Recently, there was a thread about water pricing by Crestview compared to Denver Water's pricing.
It is TRUE that Crestview gets its water that we provide to our customers from Denver Water. Denver Water sells its treated water to 62 water districts in the Denver metro area. There are three different types of water districts; Total Service, Read and Bill and Master Meter.
The differences are:
Total Service - 29 Districts - Under Total Service contracts, Denver Water owns the water system and is responsible for its operation, maintenance and replacement. Denver Water reads each individual customer’s meter and bills each individual customer at the established “Total Service” rate. In Total Service Areas, water service is provided to the customers in the same manner as that provided to customers inside Denver.
Read and Bill - 11 Districts - Under Read and Bill contracts, the distributor owns and is responsible for construction, operation, maintenance, and replacement of its water system into which Denver Water delivers water. Denver Water reads the meter of each individual customer and bills each individual customer at the established “Read and Bill” rate.
Master Meter - 22 Districts including Crestview Water - A Master Meter distributor owns and is responsible for construction, operation, maintenance, and replacement of its water system. Denver Water delivers water to the distributor through one or more master meters and bills the distributor at the established “Wholesale (Master Meter)” rate. The Distributor, not Denver Water, is responsible for reading the meters of its individual customers and for billing its individual customers according to rate schedules established by the Distributor.
Rates: (Residential) Denver Water charges rates differently for in-city customers, Total Service, Read and Bill and Master Meter customers. Water is billed per 1,000 gallons.
In-City = $3.02/1,000 gallons
Total Service = $4.37/1,000 gallons
Read and Bill = $3.03/1,000 gallons
Master Meter = $5.30/1,000 gallons
In non-drought pricing months of 2026, Crestview's lowest tier (0 to 5,000 gallons) is set at $7.20/1,000 in order to continue to provide its customers with the service they expect.
As for Drought pricing in 2026, Denver Water increased its Wholesale Rate by 25% on any water purchased by the distributor over the distributor's Average Winter Consumption (AWC). The Wholesale rate that is charged to the Master Meter districts over their AWC is $6.95/1,000 gallons.
All of these Districts that are provided water by Denver Water, are required to reduce water usage by 20% during the declared drought and watering restrictions. The higer rates are to encourage customers to reduce their water usage. As summer fades away, your usage will decrease and your monthly water bill will reduce based on lower usage.
It is anticipated that Crestview will return to non-drought rates January 1, 2027 and will follow Denver Water's restrictions and increase rates again for summer usage if Denver Water increases its rates to their distributors.
